The Narrations of Water Resources, Agriculture and Livestock Industries

Route Introduction

       This route focuses on introducing the "Wu-San-Tou Reservoir and Jia-Nan Irrigation Ditch Water Conservation System" and its extension of the agricultural and livestock industry. Starting from Jing-Pu Pond, which was excavated in Qing Dynasty, we will introduce Lin-Feng-Ying Ranch and The Cattle House in Ba-Weng-Li, Liu-Ying, then we will go to Wu-San-Tou Reservoir in Guan-Tian District and  Hatta Yoichi Memorial Park. The fertile soil in the Jia-Nan Plain is excellent for farming and has always been the richest land in Taiwan. However, due to the unstable climate, coupled with the short and turbulent local rivers, high in sand content, and the huge difference in maximum and minimum water volume, it is not easy to irrigate farms with them harvests fluctuate. Before Jia-Nan Irrigation Ditch construction, Jing-Pu Pond was already included as part of public water bodies in 1917. Under the leadership of Hatta Yoichi, Wu-San-Tou Reservoir and Jia-Nan Irrigation Ditch were completed in 1930. As a water conservancy facility with the highest project funding and the largest irrigation area during the Japanese occupation period, Hatta Yoichi adopted a new construction method to build the dam. The rotating irrigation system who benefit from irrigation water and has made a huge breakthrough in the history of water conservation.

        "Wu-San-Tou Reservoir and Jia-Nan Irrigation Ditch Water Conservancy System" was classified as a "cultural landscape" under the water facility's conservancy on October 5, 2009. According to the "Cultural Assets Preservation Law," "cultural landscape" is defined as the long-term interaction between the human and natural environment that forms a field of historical, aesthetic, ethnological or anthropological value. "Wu-San-Tou Reservoir and Jia-Nan Irrigation Ditch History-Reconstruction Site Plan" was subsidized by the Ministry of Culture, and built three waterfront walkways Jing-Pu Pond, Wa-Yao Pond, and Xi-Bu Pond. With the rich water resources in Liu-Jia and Liu-Ying areas, farming accounts for 80% of the population. Mr. Jun-Jie, Zhuo, pointed out the reason why farmers switch from agriculture to dairy farming is based on government policy to promote dairy farming tourism in this area. In 1974, the government established a special dairy farmer's area in Liu-Ying Township. Furthermore, In 2003, under the collaboration of the community construction and community industries, the development of dairy farming tourism won the "Best Community Characteristics Award" by the Ministry of the Interior. The industry adds a new scenic landscape to this formerly farming-based route.
