During the Japanese occupation, leisure life began to shift from focusing on social classes to meeting the needs of the general public. The emergence of modern leisure spaces has allowed the Taiwanese to have a new way of life. The establishment of urban parks is a part of urban planning, combining leisure and public health, providing a resting place for health care, and at the same time achieving the function of beautifying the city, and is also a symbol of urban modernization. The concept of modern public health is an important policy of the Japanese government in governing Taiwan. Improving the living environment of the people, setting up modern medical institutions, training medical personnel, and launching epidemic prevention measures, under these policies, Taiwan has entered a new era of medical treatment.
