The life span of Taiwanese people a hundred years ago was around 40 years. Diseases like malaria, cholera and plaque prevailed, which were caused by poor hygiene and the lack of clean drinking water.
Building the running water system was the very first and the most urgent public infrastructure by the Japanese when they occupied Taiwan. The Japanese set the priority on improving the quality of drinking water and the sewage system.
The Tainan water-pipe system was completed in 1922 and tap water became available in Tainan City. As Taiwan moved gradually toward modernization, people are better protected from the hazards of diseases caused by poor hygiene.
Black foot disease, which had affected residents in the Bachang Creek area resulted from drinking arsenic–rich underground water, disappeared after tap water became available. In addition, farmlands also suffered drought due to the lack of irrigation system before 1930s.
