According to legend, Chen Yong-Hua founded the Qi-Gu salt field during the Ming and Zheng dynasties. The salt was produced and sold by the people. In the Qing Dynasty, the Taiwan salt industry implemented a monopoly system to stabilize the salt price. During the Japanese rule period, Taiwan's salt industry was once abandoned and recovered again and went towards modernization and industrialization. After the Nationalist government took over, the salt industry in Taiwan declined due to international salt prices and the Taiwan climate. Qi-Gu Salt Mountain was initially a "big pile" (salt concentration area); it was about six stories high at that time. Now it is one of the scenic attractions in Tainan. The Taiwan Salt Museum is beside, which introduces the rise and fall of Taiwan's salt industry.
