Tainan Hydraulics Laborator y was cofounded in 1950 by the Water Resources Institute, Water Resources Agency of Ministry of Economic Affairs, and the predecessor of NCKU (Taiwan Provincial Institute of Technology) and was issued an official seal. After several government organization changes, the current full title is "Tainan Hydraulics Laboratory, National Cheng Kung University, Water Resources Agency of Ministry of Economic Affairs." The institute's workforce expertise includes water conservancy and marine engineering, civil engineering (land), environmental ecology, aquaculture, biotechnology,environmental engineering, engineering hydrogeology, electrical and electronic engineering, and information engineering.

The purpose of the establishment of the Hydraulic Engineering Institute is to engage in academic research related to water conservancy and marine-related engineering technology, as well as environmental resources, to collaborate with the R&D of national economic progress, and enhance the level of applied scientific research, and to achieve the goal of integrating the efforts of industry, government, academia, and research.
