Professor Jian-Ping, Wang at National Cheng Kung University, started a rescue operation for live whales and dolphins in Tai-Jiang since a dwarf sperm whale by the name "Miss Kim" was stranded on Golden Coast of Tainan in 2000. He organized a "Tai-Jiang Whale and Dolphin Rescue Team" to lead volunteers and students into whale and dolphin rescue work, and established a "Whale and Dolphin Rescue Base" in the Si-Cao Wetland. Tainan has since become an important region for whale and dolphin rescue in Taiwan.

More than 60 live whales and dolphins have been rescued and treated by the Tai-Jiang Whale and Dolphin Rescue Team, within which, more than 10 have been successfully released, and the first whale successfully rehabilitated from Taiwan, and also from Asia, was a pygmy sperm whale called "Mei Mei." She was released in 2010, the first young sperm whale equipped with a satellite transmitter. In the same year, a pygmy killer whale, "Xiao Xiao" was released back to the ocean. Furthermore, in 2012, a bottlenose dolphin, "Shun-Zi,"was released. It is the first bottlenose dolphin the team ever released! On July 6, 2019, the first short-finned pilot whale "A-Môo-Só" was successfully released, which was also the first of its kind released from Taiwan. Taiwan's experience, technology, and research on rescuing whales and dolphins have been ranked number one in Asia.
